At around 3:40 PM on February 27, 2026, Sergeant St. Sauver monitored CCTV video generated from a trailer camera placed near University Avenue and Arundel Street, St. Paul, Ramsey County. Sergeant St. Sauver monitored the area due to the numerous shootings and drug-dealing complaints at that location. Sergeant St. Sauver watched a shooting unfold and aired that several men actively fired guns. One of the shooters got into a green Chevrolet SUV with out-of-state license plates. The driver of a blue Jeep with a temporary license plate also fired at the scene.
Witnesses in the area recovered 8 spent.40 caliber shell casings from the ground in front of Pho Ca Dao at [address omitted] before officers arrived because they saw someone else picking them up. The witnesses collected the casings because they wanted to make sure evidence was preserved before the other person took them all. Officers spoke to a homeowner at [address omitted] who had a bullet hole in the window of the front porch entryway. The bullet lodged into a wall inside the home. The owner was not home at the time of the shooting.
Officers immediately responded to the area and within minutes officers found the blue 2010 Jeep with Minnesota temporary plate 04610095 at Dale Street and Como Avenue. Officers stopped the Jeep, but the shooter was no longer inside. The Jeep’s owner, NR, was driving. NR was on an active phone call when stopped. The person on the call said, “Don’t tell them anything.” Officers collected NR’s phone and noted the phone number associated with her call. NR claimed she did not know anything about a shooting, and she denied anyone had the Jeep prior to officers stopping her.
Officers noted that it appeared that NR was in the front passenger seat at the time of the shooting based on clothing that was visible on the surveillance video. Officers located a spent.40 caliber S&W casing on the Patriot’s exterior front windshield and another spent.40 caliber S&W casing on the roof. Law enforcement databases linked the phone number associated with NR’s call to the person NR was talking to ANTHONY TRAMAINE GREEN ([DOB redacted]). Officers located and stopped the green 2025 Chevrolet Trailblazer with Missouri license plates A921A8 near Dale Street on Edmund Avenue.
The front seat passenger who fired at the scene fled on foot north from the stop location and was not located. The driver was identified as KM. KM was the person seen entering the Trailblazer’s driver’s seat at the shooting scene. KM said he did not know who the front seat passenger was. KM had a black Glock.357cal handgun in his waistband. KM had a valid permit to carry. Officers found a black Glock 9mm handgun under the front passenger seat. Officers recovered a cell phone from KM and two more cell phones from inside the Trailblazer.
