Your complainant is Minnesota State Trooper Deanna Wayne. Your complainant states that on September 6, 2024, she was on patrol when she responded to a dispatch call regarding a truck that had struck the wall on Westbound 694 at Hemlock Lane in Maple Grove, Hennepin County, Minnesota. Trooper Wayne arrived and observed a male walking on the freeway away from the truck. She made contact with the male, who was identified as DANNY MEAD, [DOB REDACTED]. MEAD was making illogical and contradictory statements.
First MEAD stated that he was the passenger in the truck and that the person that was driving was driving behind him, he later stated that he was the driver of the truck. No one else was with MEAD or the truck. MEAD stated that the truck was his work vehicle and belonged to his employer. In addition to making illogical statements, Trooper Wayne observed MEAD to be fidgety and to have pinpoint pupils. Trooper Wayne informed MEAD that he was driving with a revoked license, which had been confirmed through DVS; MEAD responded, “I know, it’s stupid, but there is only two of us today.
The other guy called in.” When asked if he takes any medication, MEAD stated that he takes methadone in the morning and that he took it a couple of hours ago. He further stated that he doesn’t use anything else and that he’s on probation. Trooper Wayne had MEAD perform field sobriety testing, which showed clues of impairment. Trooper Wayne believed MEAD to be impaired by a CNS stimulant. Trooper Wayne applied for a search warrant of MEAD’s blood or urine, which was granted by Judge Sheehy. MEAD’s blood was collected and sent to the BCA for testing.
BCA testing showed MEAD’s blood was positive for methamphetamine, fentanyl, and norfentanyl. MEAD has a prior DWI conviction in court file ••-CR-••-•••• from April of 2019.
