On March 17, 2026 a Carver County Deputy conducted a quarterly compliance check of a predator offender Sean James Collison (5-31-1990), hereinafter Defendant, and learned Defendant had been arrested for a predatory offender violation in Hennepin County on March 16, 2026. Those reports indicate officers had been dispatched to a possible domestic where a witness reported to have seen a male "backhand" a female in an SUV. Upon arrival the female D. S. R. Stated she had been arguing with defendant but it was only verbal.
Officers ran a check and found Defendant was listed as non compliant with his registry and he was arrested. The Hennepin County Attorney's Officer determined it was not the appropriate venue and sent to Carver. Carver Deputies checked Defendant's registration status through the BCA and found he was non- compliant since October 13, 2025 and his verification letter was listed as "verification returned by USPS." Defendant had contacted Deputies shortly after October 13, 2025 to inquire how to get into compliance.
In October, a Deputy called Defendant back on a recorded call and Defendant stated he had not received the letter at his address in Watertown ([ADDRESS REDACTED]. SE Watertown, Carver County) because he lived too close to the USPS to receive mail. The Deputy then called the BCA who stated Defendant would be able to obtain a letter from the post office saying he lived too close and a PO box would be assigned. Defendant would then send that to the BCA with a change of information form showing the PO box as his primary address instead of the Watertown address he has listed.
The Deputy called Defendant back in October and instructed him on what to do in order to return to compliance. On March 18, 2026 the Deputy went to Defendant's address in Watertown. Defendant stated he remembered the prior conversation from October and that he had went to the post officer but the postmaster was not there. Defendant stated he believed speaking with deputies was good enough and he forgets about requirements. Defendant is a person who is required to register as a predatory offender due to a felony juvenile petition charging him with False Imprisonment in Court File 05-CR-00558 in Crow Wing Count where he ultimately was adjudicated delinquent on a separate count of felony second degree assault.
Defendant signed and dated paperwork on September 26, 2012 indicating he understood the requirements of his predatory offender registration, including filing change of address forms, and completing verification forms within 10 days of receipt.
