On January 13, 2026, approximately around 6:56 P.M., Hennepin County Sherriff's Deputies were conducting patrol and travelling east on Lake Street East passing Bloomington Avenue South. Officers observed a male individual on a bicycle traveling west on Lake Street East heading towards Bloomington Avenue South in Minneapolis, Hennepin County. Officers observed the bicycle did not have a white light attached to the front. Officers activated their squad lights and signaled the male individual to stop.
The male individual turned to look at officers and then continued travelling northbound on Bloomington Avenue South. Officers were eventually able to stop the male individual. Officers identified the male individual as NAVORY RAMON RIVERA RAMOS [DOB REDACTED] "Defendant" herein. Routine records checks revealed the Defendant had two active felony arrest warrants. Officers placed the Defendant under arrest. Officers searched the Defendant and located a folded piece of tin foil and a folded piece of paper inside of Defendant's right front pant pocket.
Inside of the folded piece of tinfoil officers located suspected narcotics. Inside of the folded piece of paper officers located suspected narcotics. Officers later conducted a field test of suspected narcotics. The suspected narcotics from the folded piece of tinfoil field-tested positive for 0.03 grams of fentanyl. The suspected narcotics from the folded piece of paper field tested positive for 0.03 grams of fentanyl. Defendant has a prior Fifth Degree Possession of a Controlled Substance conviction from Hennepin County in Court Case File No. ••-CR-••-••••. At present, Defendant is in custody on another matter.
Therefore, the State asks that this Complaint issue by warrant.
