At around 8:30 PM on May 29, 2026, officers were sent to [ADDRESS REDACTED], St. Paul, Ramsey County on two people who were shot. Officers found spent shell casings on the sidewalk in front of [ADDRESS REDACTED]. Officers found WJC [DOB REDACTED] bleeding from his legs from apparent gunshot wounds. Officers placed tourniquets on both of WJC’s legs, and he was transported to the hospital. Officers found EYC [DOB REDACTED] with a gunshot wound to her right thigh. Medics also took EYC to the hospital.
EYC told police she had been shot by her daughter’s boyfriend, Abdullah. WJC said his mother, EYC, asked him to come to the address. WJC saw a man wearing a tracksuit and carrying a brown backpack. WJC approached and asked the man if he had been arguing with WJC’s sister. The man walked away from WJC toward a black Suburban. WJC saw the man come from behind the Suburban with a black handgun. WJC heard multiple rapid gunshots. WJC fell to the ground and called police. The shooter got into the Suburban’s back passenger street, and the Suburban sped away.
WJC had never before seen the shooter. Hospital staff said WJC had three holes in his left thigh – they thought WJC had been shot twice. EYC said a tall Black male with the nickname Boots shot her. EYC said her daughter told her she had been held captive at gunpoint. EYC and WJC came to the apartment looking for her daughter. The shooter came out carrying something. WJC walked up and asked the shooter, “Bro, what’s wrong with you and my sister?” The shooter dropped what he was carrying, pulled out a black handgun, and started shooting at WJC and her.
EYC thought he fired around 6-7 times. The shooter jumped into a black truck driven by a woman and left. EYC’s purse and a $100 inside the purse had bullet holes through them. EYC denied WJC or she had firearms during the incident. A bystander told police that a bag at the scene belonged to the shooter. The bag contained paperwork in the name of RARITY SHAMIER-ZAKEES ABDULLAH, Jr. [DOB REDACTED]. JIC told police her family came to the location because JC said she had been held against her will in an apartment.
They saw JC when they pulled up. They went to the building to get JC’s belongings. JC's boyfriend put his items down, pulled out a firearm, and fired around six times. JC told police she had gotten into it with Abdullah – he put his hands on her pushing her into walls and damaging items in her apartment. JC said Abdullah did not let her or her son go, and he took her phone. Abdullah eventually returned JC’s phone, and she called her mother after sneaking outside to play with her son. JC was walking towards the building when WJC and EYC arrived.
Abdullah came out the door. WJC walked up towards Abdullah. Abdullah took his bags off, put his stuff in the car, and started shooting. Abdullah fled in the truck after the shooting. JC said Abdullah had the gun pointed at a downward angle when he fired, so she didn’t think he was trying to kill her brother or mother. Abdullah turned himself in on a Washington County warrant. Abdullah was brought to Ramsey County after clearing his warrant. Abdullah declined a custodial statement but he said his middle name was Boots when filling out the Miranda form.
