The Complainant having reviewed the applicable reports believes the following facts to be true: that on November 16, 2025 at approximately 8:23 P.M. Police were sent to a drunk driver complaint on West 7th Street in the City of Saint Paul, Ramsey County. A vehicle was weaving and striking curbs as it drove. Officers found the car (MN plate SMP291) near West 7th and Montreal in the City of Saint Paul, Ramsey County and observed it driving very slowly, weaving so badly it veered into the oncoming lane, and failing to stop for some time after the officer's overhead lights were activated.
The driver was identified as Nasir Mohammed OMER, [DOB REDACTED], MN ID # T000117178400, Defendant herein. Defendant had a very strong odor of alcohol on his person, bloodshot watery eyes, and was so intoxicated he could barely stand once the officer had him exit the vehicle. No field sobriety tests could be performed due to his level of intoxication, but he failed a preliminary breath test and was then placed under arrest for DWI. Defendant was transported to the Ramsey County LEC for testing. After hearing a rights advisory, Defendant agreed to take a breath test, the result of which was a.25 at 9:49 P.M. Defendant has two prior DWI convictions, both from earlier in 2025.
