On 3-11-2026 at about 2000 hours, St. Paul Police took a report of a motor vehicle theft from [ADDRESS REDACTED] in St. Paul, Ramsey County. The complainant, JLB, said that on 3/10/26 her sister’s ex-husband, Eugene Lawrence BILLUPS (DOB/1973-09-17), stole her 2007 Hyundai Elantra (MN/NCE259). JLB said BILLUPS was interested in buying the vehicle from her and said he wanted to check the oil and turn on the engine. JLB gave BILLUPS the key for that purpose, but BILLUPS drove the vehicle away and did not return.
Less than an hour after Police took the report, at about 2052 hours, a Ramsey County Deputy spotted the stolen Hyundai at a gas station at [ADDRESS REDACTED] in Saint Paul, Ramey County. The driver was identified as Joseph Ramone PERKINS ([DOB REDACTED]). PERKINS had an active warrant and was taken into custody. During a post Miranda interview, PERKINS said he got the Hyundai on 3/10/26 from a friend named “PAO” whom he meet a few weeks ago. PERKINS claimed he had no way to contact PAO except through his sister and couldn’t provide police any more other about PAO. According to PERKINS, PAO said he bought the vehicle but thought it was stolen.
PERKINS said he told PAO that he also thought it might be stolen because there was a female’s driver's license in it. PERKINS said PAO gave him the vehicle so could PERKINS could check a website to see if it was stolen. PERKINS has more than 5 prior felony convictions, including: Fleeing Police in a Motor Vehicle; 19HA-CR-19-298 Auto Theft; 62-CR-18-1667 Receiving Stolen Property; 82-CR-18-48 Drugs - Simulated - 25-CR-11-113 5th Degree Drugs; 25-CR-08-3648 Aiding an Offender; 25-CR-08-1051 Threats of Violence; 25-CR-07-2339 For purposes of Rule 6.
