On February 10, 2026, Minneapolis police received a walk-in report of criminal sexual conduct. The reporting party stated that in the early morning hours of January 20, 2026, the 22-year-old daughter of her boyfriend, JESSIE MARCELLOUS ALLEN (12/23/75), Defendant herein, messaged her stating Defendant had sexually assaulted her. Reporting party stated that she brought this conversation up to her 15-year-old daughter, Victim 1 herein, and her 14 -year-old daughter, Victim 2 herein, who both stated, “he did it.” Reporting party stated both girls then disclosed that Defendant had been sexually assaulting them as well.

The reporting party stated she confronted Defendant and he denied the allegations. On February 19, 2026, Victim 1 participated in a forensic interview. Victim 1 stated that she lives with her mother and sister, Victim 2, in Minneapolis, Hennepin County, and talked about previously residing in three different homes in Saint Paul. She stated Defendant lived with them at all of these homes and was “touching on” her and Victim 2. Victim 1 stated it started at Home 1 when Defendant started saying “weird stuff” about her breasts and her butt.

She stated Defendant tried to touch her breasts and butt and that he started touching Victim 2 at this home. Victim 1 then described two incidents that occurred when they lived in Home 2 where Defendant came into her room while she was sleeping and grabbed her breasts, once over her shirt and once under her bra, on the skin. She stated there was also an incident where Defendant was playing with her and then he grabbed her vagina, over the clothes, and squeezed. These incidents occurred when she was 13 years old.

She stated Defendant would touch her almost every day, and the touching continued in the same way when they moved to Minneapolis. She further stated that Defendant had offered her money to do “sexual things,” and that there were times he tried to “force himself” on her but she would kick him. Victim 2 was also interviewed at CornerHouse on February 19, 2026. Victim 2 stated she was “touched” by Defendant multiple times. She described Defendant taking her downstairs where he would make her take her clothes off.

She stated Defendant would touch her chest over and under her shirt and would rub her with his hand on the outside and inside of her vagina. She stated Defendant would also masturbate and would try to put his penis in her vagina while masturbating. She stated that Defendant did penetrate her vagina with his penis more than once. Defendant would also give her money after doing these things to her and would tell her not to tell her mother or she’d be in trouble. Officers spoke to the victims’ mother, who confirmed that Defendant had lived with them at the addresses referenced by the victims.
