On or about November 3, 2025 at approximately 11:02 PM, Officer Pieper of the Woodbury Police Department responded to a report of a suspicious vehicle that had been revving its engine consistently for approximately 5-10 minutes and turning their headlights on and off in the area of a residence located on Jewel Drive in the City of Woodbury, Washington County, Minnesota. Upon arrival, the officer located a vehicle in the roadway. The officer observed that the vehicle's front passenger tire was off the vehicle and there was heavy damage to the front bumper and front passenger side quarter panel.
The officer made contact with the driver, identified as CHRISTOPHER ANTHONY HOLTE [DOB REDACTED], Defendant herein. Upon contact, the officer detected the odor of consumed alcohol emitting from Defendant's breath. The officer asked Defendant about the damage to his vehicle, to which he seemed surprised and said he hadn't crashed into anything. The officer observed a green powdery substance on the driver's seat, which Defendant identified as "Krave Kratom," Defendant stated that he consumed Kratom orally earlier in the day.
Defendant admitted to consuming alcohol before driving. The officer observed that Defendant had a difficult time forming words and would often have a blank stare on his face. When asked what day of the week it was, Defendant responded, "January." Officer Welbourn arrived on scene and requested Defendant exit the vehicle. As he did so, the officer observed that Defendant appeared wobbly. The officer observed that Defendant's eyes were bloodshot and glossy and he could smell the strong odor of alcohol emitting from Defendant's breath.
The officer administered standardized field sobriety tests, during which Defendant performed poorly. Defendant agreed to submit to a PBT, which yielded a sample of 0.193. Defendant was placed under arrest and transported to the Woodbury Police Department. Defendant was read the Minnesota Breath Test Advisory and agreed to submit to a DMT breath test, which displayed a result of 0.23 BAC at 12:00 AM. Officer Pieper followed up on the vehicle damaged and learned that Defendant's vehicle had been involved in a collision on Jewel Drive.
The officer learned that a Mazda that had been parked on the roadway had been damaged. The officer compared the damage on Defendant's vehicle to the Mazda and determined that Defendant had crashed into the Mazda before coming to a stop due to disabling damage done to his vehicle. During an inventory search of Defendant's vehicle, law enforcement located an uncapped 1-liter bottle of Jameson Irish Whiskey on the floorboard behind the passenger seat. The contents were nearly gone, with approximately 4-6 ounces remaining.
Law enforcement also located an open 120g container of of Krave Kratom. A review of Defendant's criminal history shows one prior qualified impaired driving conviction within the last ten years from 2017 (62SU-CR-15-6980).
