On December 4, 2025, at approximately 11:12 P.M., Minneapolis Police Officers responded to ShotSpotter Activation call at [ADDRESS REDACTED], Minneapolis, Hennepin County. Five rounds were detected near or at this address. Upon arrival, Officers located DCC's and an occupied vehicle in the backyard of this address. The DCC's were in close proximity to the vehicle. A fourth individual was also detained who was standing on the back porch of the address. He was identified as RAFAEL ORTIZ-RAMOS [DOB REDACTED], hereinafter "Defendant." During the course of the investigation and identifying all parties involved, Officers discovered Defendant had an active felony warrant.
A search incident to arrest of Defendant yielded a 9mm bullet in one of his pants pockets. Defendant was confirmed to be prohibited from possessing firearms or ammunition from a prior conviction for Assault in the 3rd Degree in Court File ••-CR-••-•••• on July 24, 2025. Officers eventually located a firearm underneath the vehicle. The firearm was collected for evidence. In a post-Miranda statement, Defendant stated that he heard the gunshots himself while he was inside his cousin's house. He did not witness who fired the gun.
He added that he is not sure how a 9mm bullet ended up in his pocket but believes he accidentally grabbed it while grabbing change. He confirmed knowing he can't possess ammunition or firearms. He added that he has possessed the gun that was recovered underneath the vehicle but denied firing the gun or ever using it. A DNA sample was collected from Defendant.
