On 1/5/2026 at 22:22 hours, a St. Paul Police Officer was working a TZD - DWI detail in the Saint Paul, Ramsey County and saw a 2007 Ford F150 (MNZKG351) turn east on Edmund Ave at Dale Street. The vehicle was traveling too fast for the icy conditions and was clocked at 26mph in a 20mph zone. The Officer conducted a traffic stop and identified the driver as Chris BECARRA ([DOB REDACTED]). While talking with BECARRA, the Officer immediately saw a plastic bag containing suspected methamphetamine in a winter hat on the truck’s bench seat.
BECARRA, who was perspiring, said he had been addicted to drugs for years, used over a gram a day, and had last used earlier in the day. The Officer conducted Standardized Field Sobriety Tests. During the Horizontal Gaze Nystagmus test, the Officer saw jerkiness in BECARRA’s eyes and pupil dilation; indicative of stimulant use. BECARRA also performed poorly on the walk and turn test and on the one leg stand test. BECARRA admitted that there was methamphetamine on the truck seat. BECARRA was placed under arrest.
During a search incident to arrest, police recovered a hypodermic needle from BECARRA’s sock. Pursuant to a search warrant, police obtained a sample of BECARRA’s blood, which was submitted to the BCA for testing. Results of that testing are pending and this complaint will be amended accordingly.
