The Complainant having reviewed the applicable reports believes the following facts to be true: that on March 6, 2026, police officers were following a motor vehicle on I-94 near the Cretin Avenue exit in Saint Paul, Ramsey County as a result of a law enforcement alert. The vehicle in question had just dropped off a gunshot victim [NAME REDACTED] in Saint Paul, and the occupants were wanted for questioning. They followed the vehicle I Minneapolis as it stopped at a gas station just over the city border and observed Izayah Michael Edward RAMEY, [DOB REDACTED], Defendant herein, exit the vehicle and stand next to it while another occupant began to put gas into it.
Officers approached and told Defendant to take his hands out of his pockets put them behind his back. Defendant first put a backpack he was wearing on the ground. When officers picked up the backpack, they could tell by its weight and shape that there was likely a firearm inside it. At that point Defendant spontaneously told officers that he had a permit to purchase, but not a permit to carry. A search of the backpack revealed a pistol (Springfield XD9 with an extended magazine). Defendant does not have a permit to carry a pistol in Minnesota.
It is worth noting that Defendant possessed said pistol while he was on I-94 in Saint Paul, as well as in Minneapolis where he was stopped.
