The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On June 16, 2026, at about 10:45pm, Ramsey County Emergency 911 received a call from the parking lot of the AMC movie theater at 1595 Highway 36 W., Roseville, Ramsey County. The caller said that her boyfriend had “choked” her and fled. Roseville Police responded and met with the caller, 22-year old NLB ([DOB REDACTED]). She said that her boyfriend is the defendant, 31-year old DORIEN DEWAYNE ANDREWS ([DOB REDACTED]). She said that he has previously assaulted her, including threatening her with a knife, and has threatened suicide if she were to leave him.
NLB said that on this night, just after she and the defendant had finished watching a movie at the AMC, he accused of looking at other men. She said that they argued while walking to her Chevrolet Cruze in the lot. She said that after she entered the passenger seat, he reached over and strangled her with both hands around her neck. She said that she kicked and ended up striking the car’s windshield. She said that he released her, and she began to walk away, but he repeatedly attempted to pull her back.
She said that each of them called her brother, and then the defendant fled in a rideshare. NLB said that during the strangulation, which lasted about seven to ten seconds, she was unable to breathe, began to see black and saw stars. She said that she also may have lost consciousness. She said that she was now feeling pain when swallowing. She was seen by medics. Officers observed and photographed a crack in the windshield of NLB’s Cruze, as well as dust, debris, and white streaks on the passenger side of the dashboard, consistent with her description of the incident.
In a later interview, NLB’s brother told officers that the defendant had called him at about 10:35pm (about 10 minutes before the 911 call). He said that the defendant minimized the situation and said that he had been wronged by NLB. He said that NLB then called. He said that she sounded very frightened, upset, and out of breath. He said that she relayed that the defendant had become jealous at the theater and had then strangled her in the car, during which she kicked the windshield. He said that she told him that afterward, she exited the car, but the defendant attempted to pull her back in.
The brother continued that the defendant had previously engaged in self-harm and that NLB told him that he had threatened to kill himself if she were to leave the relationship. The defendant was located in Woodbury and taken into custody. He told officers that he had ingested prescription medication and was transported to Regions Hospital. He remains in custody there. A warrant to secure his appearance following discharge is respectfully requested.
