The Complainant having reviewed the applicable reports believes the following facts to be true: On or about July 22, 2025, at 3:21 PM, Saint Paul Police officers responded to [ADDRESS REDACTED] in the City of Saint Paul, Ramsey County, MN, on a weapons complaint. Call comments indicated that a male person was outside Unit B2 and had a firearm. Upon arrival, the officers began a walk-through of the apartment building. They observed a male person, later identified as Kionte Brian OWENS, [DOB REDACTED], in the alley who appeared to be packing items into garbage bags.
The defendant noticed the officer and began running away. The officers pursued and apprehended the defendant. The officers found a 9mm Canik TP9 SF (Serial Number AT-01344) in the trash can outside [ADDRESS REDACTED]. That location was along the route that defendant had fled. In a Mirandized, recorded statement, the defendant admitted that he had possessed that firearm. He told the officer that earlier that day, he had been inside 296 Bates #2B with his girlfriend. The defendant stated that he and his girlfriend had an argument, and she told him to leave.
The defendant told the officers that he began packing up his stuff. While doing so, he admitted placing the firearm inside the sleeve of his jacket. The defendant admitted that he did not have a permit to possess a firearm in a public place. The defendant admitted that he ran when he saw the officers and further admitted to tossing the gun in the trash can outside 289 Maple. The defendant told the officers that he got rid of the gun because he thought it would be less trouble if the gun was not found on his person.
A routine check confirmed that the defendant did not possess a valid permit to possess a firearm in a public place.
