All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On November 4, 2025, at approximately 12:47 PM Trooper Jensen of the Minnesota Highway Patrol observed a vehicle driving westbound on Lake Vermillion Reservation Road in St. Louis County, Minnesota. Trp. Jensen observed that the right rear tire was flat and saw smoke coming from the vehicle. After Trp. Jensen turned around, he observed that the license plate tabs were blue '23' tabs.
Trp. Jensen activated his emergency lights to initiate a traffic stop. Trp. Jensen identified the driver and registered owner of the vehicle as WILLIAM DONOVAN LITTLEWOLF [DOB REDACTED]. When informed of the reason for the stop, LITTLEWOLF stated that he was not aware that his tire was flat; LITTLEWOLF stated that he did not remember hitting anything. LITTLEWOLF was not able to provide proof of insurance for the vehicle. Trp. Jensen observed that the right rear tire was "shredded" and the right front tire was flat.
While speaking with LITTLEWOLF, Trp. Jensen observed that his eyes were bloodshot, watery, and glassy, his speech was slurred/mumbled, his eyelids were droopy, and he could smell a strong odor of alcohol coming from LITTLEWOLF's breath. When asked how much he had to drink, LITTLEWOLF responded "Hardly anything." LITTLEWOLF consented to perform field sobriety testing, during which Trp. Jensen observed indicia of impairment, including a PBT reading of.242. LITTLEWOLF was placed under arrest. After taking him into custody, Trp.
Jensen determined that LITTLEWOLF's driver's license was revoked. Once at the jail, LITTLEWOLF consented to provide a sample of his breath, which indicated a BAC of.23 at 1:56 PM. During a Mirandized statement, LITTLEWOLF stated that he was not aware of any mechanical defects with his vehicle. LITTLEWOLF stated that he drank "about seven shots" of alcohol between 7:00 PM - 1:00 AM the previous evening (November 3-4). LITTLEWOLF stated that he could feel the effects of the alcohol, but that he did not think the alcohol impacted his ability to drive.
LITTLEWOLF has a prior conviction for 3rd Degree DWI on September 25, 2023, in 69HI-CR-23-214, in which he had a BAC of.31. PLEASE TAKE NOTICE: Pursuant to Minn.
