On January 15, 2026, P. N. (herein Victim) made a walk-in report at the St. Louis Park Police Department. Victim lives in the area of [ADDRESS REDACTED]. In St. Louis Park, Hennepin County, Minnesota. Victim [NAME REDACTED] has been receiving harassing and threatening texts, voicemails, and video messages from his nephew in the days leading up to his report to police. Victim identified his nephew as THOMAS HOGAN MONSCHEIN; [DOB REDACTED] (herein Defendant). Victim provided text messages to the police showing Defendant threatening to rape and “beat the f***” out of Victim.
Victim also provided voicemails where Defendant describes: 1) how he is going to smash Victim’s head on a steering wheel and watch him bleed out; 2) how he is going to torture Victim in the back of a U-Haul truck using power tools; and 3) how he is going to kick Victim’s teeth in, thumb his eyes out, throw acid in his face, and then rape him when he’s done torturing him. Victim also provided a video message from Defendant in which he is making similar threats. As he makes the threats, Defendant appears to be in a state of rage as he pounds on his chest, yells, and punches items in the room where he is recording.
Victim [NAME REDACTED] is extremely fearful of Defendant who he described as a disturbed, angry, upset, vindictive, malicious, conniving, and unpredictable person. Victim [NAME REDACTED] is angry at Victim because he blames Victim for a couple of mental health commitments that Defendant has been put on. Victim [NAME REDACTED] is also mad at him for reasons that are unfounded or not based in reality. Victim is pursuing an order for protection against Defendant. Victim [NAME REDACTED] had an order for protection against Defendant between 2021 and 2023 as a result of similar threats.
Defendant is not currently in custody, and it is believed that he is living in the state of Ohio with minimal ties to the State of Minnesota. Complainant is seeking a warrant as a result of the extremely violent and detailed threats and Defendant’s lack of ties to Minnesota.
