The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: As of December 6, 2025, several warrants were outstanding for the arrest of the defendant, EUGENE J IVY, JR. ([DOB REDACTED]). On that date, at about 9:00am, St. Paul Police observed a Chevrolet Uplander that weaved within its lane on Maryland Ave. Near Arundel St. They observed that the driver was the defendant; records indicated that his driver’s license had been canceled as inimical to public safety.
He threw his hands in the air and punched the steering wheel as he passed them. Officers followed and conducted a traffic stop at Dale and Rose Sts., St. Paul, Ramsey County. The defendant admitted to the arrest warrants. He was taken into custody. In a search of the defendant incident to the arrest, officers found in his pocket a package, inside of which were three pills. He said that they were ecstasy and denied that they belonged to him. They were photographed and recovered. Each of the pills tested positive for the presence of MDMA. The defendant pled guilty in September 2025 to Violation of Controlled Substance Laws in the Third Degree; sentencing is scheduled for January 23, 2026 (Case No. ••-CR-••-••••). The defendant’s criminal record also includes at least five more felony convictions, including several for the violation of controlled substance laws.
