On 08/20/2025 at approximately 2010 hours, law enforcement officers with the Brooklyn Center Police Department responded to an apartment complex on Camden Avenue in Brooklyn Center, Hennepin County on a report of a sexual assault. Law enforcement spoke with an identified adult female (herein "Victim") who reported that she had been forcibly sexually assaulted by the resident below her, specifically WILLIAM FITZGERALD WEBB, [DOB REDACTED] (WEBB). Victim saw WEBB outside his apartment on the patio and he appeared very intoxicated.
Victim [NAME REDACTED] into his apartment. Once inside, WEBB stated that he was very intent on having sexual intercourse with Victim. Victim repeatedly said "no." WEBB is bigger than Victim and outweighs her by approximately seventy pounds. Victim was wearing a dress. WEBB grabbed Victim's legs and put her legs around his shoulders; Victim was stuck due to WEBB's size. WEBB penetrated Victim's vagina with his mouth and then finger without Victim's consent. WEBB touched Victim's breasts without her consent.
Victim continued to tell WEBB "no." WEBB took his pants off and non-consensually penetrated Victim's vagina with his penis. Victim [NAME REDACTED] was stuck and WEBB kept his hands on her. Victim [NAME REDACTED]. Victim [NAME REDACTED] was unsteady on his feet; Victim rolled away and ran outside. Victim immediately disclosed the assault to another resident. Victim also disclosed details of the assault to her friends. Victim participated in a SANE exam and provided a consistent statement to the nurse.
When law enforcement arrived, WEBB appeared to retreat from his patio porch and into his unit. Law enforcement then observed WEBB attempt to exit the unit through the main door. WEBB spoke with law enforcement and stated that Victim advanced on him and tried to kiss him by pulling him in by the back of his head. WEBB stated that Victim [NAME REDACTED] into his apartment and tried to kiss him again, but WEBB denied the advancement. WEBB denied any sexual contact with Victim [NAME REDACTED]. WEBB was subsequently arrested and provided a statement post-Miranda.
WEBB again stated that Victim [NAME REDACTED], but that there was no other sexual contact. WEBB was taken to hospital for a SANE exam. WEBB continually stated that there was no sexual contact beyond the kissing. Victim's friend informed law enforcement that because of the incident that Victim had observable bruises to her arms and that Victim was having a hard time breathing due to pain in her rib cage. Law enforcement received pictures of Victim about six days following the incident. Victim developed numerous bruises to her body, specifically to her back, her left side profile, to her arms, and to her upper right shoulder.
BCA testing indicate that Victim's DNA profile was located on the penile swabs of WEBB and that WEBB's DNA profile was located on swabs from the mons pubis of Victim. WEBB is currently out of custody for this offense because it was deferred for DNA testing. Due to the public safety risk posed by this offense, a warrant is requested.
