On January 29, 2026, at approximately 1216 hours, Crystal Police Officers were in the area of Marshalls store, 201 Willow Bend, Crystal, Hennepin County. Officers observed a vehicle backed into a parking spot that caught their attention. This is a common for vehicles to park backed to make a quick exit when participating in shoplifting. Officers also noticed that the front license plate was missing but appeared to be recently attached. Officers investigated further and observed the rear license plate was covered with a white sheet of paper indicating the driver may be attempting to avoid identification of the vehicle after leaving from shoplifting or the vehicle may be stolen.
Officers then observed the front seatbelts were fastened with no occupants inside, a common tactic done by those who want to be able to flee from a stolen vehicle if stopped by law enforcement. The keys were not in the ignition, and the steering column was intact. Officers removed the paper from the rear plate and checked the VIN. The vehicle was a green 2015 Toyota Corolla that was reported stolen the day prior on January 28, 2026, with keys. At 1241 hours, a female, later identified as NARRISA LEONA MAE WASHINGTON, Defendant herein, entered the Toyota, started the vehicle with the keys, and was then stopped by Officers.
The Defendant had numerous arrest warrants in several different counties. Officers are familiar with the Defendant and has been arrested inside stolen vehicles multiple times. Officers on scene had arrested her in March of 2025 when she crashed a stolen vehicle into a residential garage at 60 mph. When the Defendant is stopped, Officers are aware that she typically claims she is overdosing or has been assaulted which results in her being taken to the hospital, avoiding being booked into the jail.
The Defendant claimed she ingested fentanyl and was taken to the hospital. She was cleared and not overdosing. The Defendant then claimed to have been sexually assaulted and requested an exam. The Defendant was evaluated and Officers booked her into the jail. The Defendant is currently in custody.
