Based on reports from an incident occurring on November 18, 2025, your Complaint offers the following to establish probable cause: At approximately 1:07 A.M. On November 19, 2025, Washington County Deputies were dispatch to a call about an unwanted person at 1781 8th Avenue in the City of Newport, Washington County, State of Minnesota. The reporting partying (S. R. G.) indicated a male was inside his home and refusing to leave. Deputies arrived at the home and three of the occupants came outside.
S. R. G. Confirmed the suspect was still inside the home. S. R. G. Told officer what apartment the suspect was in and stated the suspect said he was going through withdrawal. Prior to entering the apartment, deputies were able to see through the apartment's window. The male was drinking a bottle of Crown Royal liquor. Deputies confirmed with S. R. G. And his two sons (T. A. G. And S. D. G.) did not know the male inside the apartment. T. A. G. Told deputies that the bottle of Crown Royal belonged to him.
T. A. G. Said that around 1:00 A.M. The unknown male push through a door in his bedroom that led outside into the common area of the building. T. A. G. Said he was surprised and yelled at the unknown male to leave. The unknown male said he just needed a place to stay. The unknown male then grabbed the Crown Royal bottle and began to drink from it. The unknown male was not given permission to drink the liquor from the Crown Royal bottle. Deputies made entry to the apartment and took the unknow male, later identified as RYAN RICHARD CLOUTIER [DOB REDACTED], into custody.
CLOUTIER told officers that he was hallucinating, but would not tell deputies if had taken any controlled substances.
