On November 27, 2024, Eden Prairie Police Officers responded to a theft report at Paravel Apartment Complex located at [ADDRESS REDACTED], Eden Prairie, Hennepin County. The reporting party D. P., stated that her white electric scooter, valued at approximately $700, was stolen from the underground garage of the apartment complex. She last saw the scooter on November 22, 2024, around 5:00 P.M., When she went to her parking spot on November 23, 2024, around 3:00 P.M., it was gone. On December 2, 2024, Eden Prairie Police Officers responded to another theft report at Paravel Apartment Complex, that occurred at the same time D. P.'s scooter was taken.
The reporting party A. D., stated that his electric scooter was stolen from the underground parking garage of his apartment complex. His scooter was taken from parking space 247 between 6:00 A.M., on November 22, 2024, and November 23, 2024. The scooter was black and red and was valued at approximately $500. Surveillance showed that at 1:08 A.M., on November 23, 2024, a black 2019 Toyota RAV4 bearing MN plate DUV 164 "piggy backed" into the underground parking garage by following another vehicle with access into the garage.
The vehicle's headlights were off. The driver of the vehicle is then seen loading the white scooter into the RAV4's trunk and then using a wagon to haul A. D.'s scooter with a sheet over it. The wheel of A. D.'s scooter is visible. Officers learned that at 2:07 A.M., on November 22, 2024, the driver and sole occupant in the same vehicle was stopped and identified as KATLONG M EDWARD, Defendant herein. Officers were able to view the body camera footage from that traffic stop where the Defendant is identified and his appearance captured.
He states his destination is "Paravel. 8300 Commonwealth." Officers then observed the Defendant parked outside the apartment complex after the traffic stop. Officers also learned that the registered owner reported on October 25, 2024, that the Defendant was in possession of his RAV4 with Minnesota license plate DUV 164. On October 27, 2024, the RAV4 was reported stolen. The Defendant was arrested later that same day as the driver of the vehicle. The Defendant was also trespassed from the Paravel Apartment Complex on January 17, 2024, for being in the underground garage without permission.
The Defendant was identified as the person in the surveillance in the RAV4 taking both of the scooters. The Defendant is currently out of custody.
