On December 9, 2025, at approximately 1:48 P.M. Waite Park Police Officer Jake Wentland was dispatched to Mills Fleet Farm located on Division Street, Waite Park, county of Stearns, Minnesota for a theft. Upon arriving, Officer Wentland entered an office where Loss Prevention Officer Alexander Victorian and SHUEB IBRAHIM [DOB REDACTED], Ibrahim herein. The Defendant was identified through his matching him with his current DVS photograph. Defendant Ibrahim and JORDAN CARLTON CHAMBERS [DOB REDACTED], Defendant Chambers herein, were pushing a cart throughout Fleet Farm collecting many different items, ranging from children's toys to pet items, and putting them in their cart.
When all the items were collected, Defendant Chambers began to walk slightly ahead of Ibrahim while Ibrahim was pushing the cart. Defendant Chambers scoped out where to walk and Ibrahim followed shortly behind. The two approached the check out line. Defendant Chambers had Ibrahim wait just outside the entry line, still in the main aisle. Then Defendant Chambers waited until the next customer was helped, then pretended to take a phone call, and walked right past the registers and into the doorway.
Ibrahim followed right behind with the cart of goods. Both walked out into the parking lot with the items still in the cart. None of the items were paid for and the total amount of merchandise that was in the cart was $1,009.73. Defendant Chambers has an active warrant for failing to appear for court in Stearns County District Court File No. 73-CR-25-7069. The State does not believe that Defendant Chambers will respond to a summons and is requesting a warrant be issued for his arrest. Complainant has reason to believe and does believe that the above information is true and correct.
The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 9th day of December, 2025 in the City of Waite Park, County of Stearns, State of Minnesota, committed the offense described herein.
