On May 20, 2026, investigators with the Minneapolis/St. Paul Airport Police Department intercepted a parcel shipped from California and addressed to an address in St. Paul which was ultimately found to contain approximately 10 pounds of methamphetamine. From that parcel interception, investigators developed a confidential source (CS) regarding the supply and distribution of methamphetamine. From the confidential source, investigators learned that MOLICA KONG, DEFENDANT KONG herein, was a multi- pound level purchaser and distributor of methamphetamine.
She was supposed to receive five pounds in the original parcel, and wanted to re-order from the CS. On June 1, the CS had a recorded call with DEFENDANT KONG where they agreed for 15 pounds of methamphetamine to be sent to “John Doe Moua” at 2930 13th Avenue South, #103, Minneapolis, Hennepin County, Minnesota. The agreed upon price was $1,600 per pound. On June 4, 2026, investigators arranged for a controlled delivery of a parcel containing sham methamphetamine to 2930 13th Avenue South, #103. An investigator, acting in undercover capacity, delivered the parcel to the address where a male received it.
This male was later identified as KOUA YANG, DEFENDANT KOUA YANG herein. A short while later, a vehicle arrived at the apartment. DEFEDANT KONG and a male, later identified as FONG YANG, DEFENDANT FONG YANG herein, exited the vehicle and entered the apartment. A short while later, they both exited and walked toward the parking garage. DEFENDANT FONG YANG was pushing a stroller. When they returned to the vehicle, DEFENDANT FONG YANG lifted a large square object, which had been covered by a blanket, out of the stroller and place it in the back of the truck.
Investigators moved in to arrest both DEFENDANT KONG and DEFENDANT FONG YANG. The parcel with the sham methamphetamine was removed from the back of the truck. It appeared as though DEFENDANT FONG YANG had tried to cover it with items. In the truck bed, officers recovered a backpack that they had observed DEFENDANT KONG place there. Inside the backpack, officers found $2,490 cash, 15 ecstasy pills (as reported by DEFENDANT KONG), 4 grams of cocaine, and 3 bags holding a total of 90 grams of field-tested positive methamphetamine.
Officers then obtained and executed a search warrant for 2930 13th Avenue South, #103. Inside, the found a Ziploc bag holding 444 grams of methamphetamine, a purple bag holding 74 grams of methamphetamine, and two other bags holding 2 and 18 grams of methamphetamine. Representative samples all field tested positive. DEFENDANT KOUA YANG had just exited the apartment prior to investigators entering but was arrested outside. In a post-Miranda statement, DEFENDANT KONG admitted the methamphetamine in the backpack was hers and that she brought methamphetamine into the apartment.
