On 01/29/2025 at 01:04, Shakopee Police Officers were on patrol on County Road 83 near Thrust St., Shakopee, Scott County, Minnesota, when the officers ran a check on a SUV, which showed the registered owner, Floyd Wayne Craver, [DOB REDACTED], had a revoked driver's license. As the vehicle approached 17th Ave., it made a sudden lane change and then went west on Eagle Creek Blvd. And then pulled into the Holiday Gas Station. Officers stopped the vehicle. The officer spoke with the driver, who was Craver, and asked for his driver's license.
Craver stated he knew he should not be driving. While speaking with Craver, the officer saw him to have burnt fingertips, shaky hands and constricted pupils. (Physical signs consistent with recent narcotic use). There was also a torch style lighter inside the vehicle. In the back seat was a glass bubble pipe with residue in the bowl. Craver stated it belonged to the passenger, later identified as Absame Mahamud Abdullahi, [DOB REDACTED]. The officer had Craver exit the vehicle to speak with him about the bubble pipe, which had a white substance coated on the inside, along with an accumulation of suspected methamphetamine in the bulb portion of the pipe, which field tested positive for methamphetamine.
Another officer spoke with the passenger, Absame Mahamud Abdullahi, [DOB REDACTED]. The officer noted that Abdullahi was nervous and visibly perspiring. The officer had Abdullahi exit the Land Rover as it was going to be searched because of the positive methamphetamine test. Abdullahi was asked if the bubble pipe belonged to him; he claimed possession and stated a friend had left it in his vehicle, so he removed it to dispose of it. Officers told Craver and Abdullahi they were going to search the vehicle.
Craver spoke up and stated there may be a small amount of methamphetamine in the center console, because someone else was in his vehicle and may have left it inside. Officers searched the vehicle. In the center console officers found two bags of suspected methamphetamine in the center console, which was near another bubble pipe. Also, several blow torches. Bag one field tested positive for methamphetamine, a Schedule II Controlled Substance, and weighed 1.7 grams. Bag two field tested positive for methamphetamine and weighed 3.5 grams.
In a brown bag that had been at Abdullahi's feet in the SUV, officers found a sock that had two plastic bags with a white, crystalized substance inside. The contents of bag one tested positive for methamphetamine and weighed 28 grams. The contents of bag two field tested positive for methamphetamine and weighed 20 grams. The officer read the Miranda warning to Craver, who stated: the drugs belonged to Abdullahi. He said he had been clean since July of 2025. He stated Abdullahi and he were at Mystic Lake Casino, and Abdullahi began to smoke methamphetamine inside the vehicle.
