He stated that there was a struggle and once he got her out, he locked the door. Shortly after that, FISHER broke his window and started a fire. Adult Male A showed Sergeant Liebl a video on his phone. The video was taken at 0650 hours and in the video, it can be heard and seen that there is a banging on Adult Male A’s exterior apartment door. Adult Male A opens the door slightly and FISHER can be seen throwing a flaming plastic LED light bulb on the ground, at the base of the door, and then a second one onto the house.
Adult Male A states, “f****** b****,” and FISHER repeats “Don’t f*** with me,” several times. Adult Male A had injuries that included scratches on his chest and a lump with a cut on the left upper portion of his forehead. He also said his glasses got knocked off during the struggle while he was trying to push FISHER out the door. Adult Male A showed were the fire was. It appeared to Sergeant Liebl there to be burned rags or cloth and two LED light bulbs with holes melted in the plastic. Adult Male A showed there was a can of WD-40 that was also left inside his apartment.
Adult Male A believed FISHER is was 3 34-CR-26-48 Filed in District Court State of Minnesota 1/23/2026 “going to torch me.” Sergeant Liebl noted outside on the apartment door, there was glass. The door was broken with three separate impact points in the lower left corner of the pan. On the ground, there was a small blue and black butane-style torch that was near the knife. There were shoe tracks in the snow. Sergeant Liebl noticed there was blood drops in the shoe prints in the snow. Officer Dittrich followed the shoe prints along with Sergeant Liebl.
Officer Dittrich found a hammer with blood in a yard near Adult Male A’s. Sergeant Liebl followed shoe prints all the way to Rice Memorial Hospital. Sergeant Liebl located FISHER in the ER. She had a cut on the left side of her forehead and on the palm of her left hand. FISHER stated that she did not know what happened. She thought Adult Male A had hit her head “with a big ass stick.” She stated that she just got out of the behavioral health unit the dar prior and she is schizoaffective. She had been hearing voices a lot with death threats from who she called [Adult Male A]. She went to Adult Male A’s apartment that morning because voices told her that he stole her prescriptions.
She kept hearing voices in her head of Adult Male A saying, “I got your prescriptions you stupid b****. You stupid b****. You stupid b****.” She made many other statements of items that she noticed had been missing and them reappearing, mentioned several conspiracies among people with her property and living in her apartment.
