On 04/02/2026 at about 2146 hours, St. Paul Police responded to [ADDRESS REDACTED], #3, in St. Paul, Ramsey County. Neighbors reported hearing a male and a female arguing. Police knocked on the apartment door and a male, later identified as Arthur Glen VOIGT ([DOB REDACTED]) answered. Also in the apartment was a female who was identified as SL. Police spoke to VOIGT, who was hostile, and to SL. SL had no visible injuries and told police she was fine and had not been threatened. The next morning, at 0756 hours, police were called back to the apartment in response to a request from SL’s family members.
The complainants were KI and JI and RL. RL is SL’s biological father and KI and JI are close family friends with whom SL had lived for several years. The complainants asked for help retrieving SL from VOIGT who had a history of being very controlling. Police knocked on the apartment door and VOIGT answered. Police could see SL crying inside. VOIGT tried to prevent police from speaking with SL, but she eventually came out and spoke to police. She said she had been dating VOIGT for about five months and moved in with him a month ago.
She denied being assaulted and said she was concerned that VOIGT was going to hurt himself if she left. Nevertheless, SL left the scene with the complainants. Later in the day, JI contacted police again. He said they had taken SL to the hospital and learned that VOIGT had beaten and strangled her. Police met with SL in the hospital. SL told police about VOIGT’s controlling behavior, including tracking her location by phone, and forcing her to send snapchat photos of her outfits so he could approve them.
She said VOIGT began assaulting her at about 2200 hours on 04/02/2026 and it continued until about 0800 hours the next morning. SL said she returned from vacation and VOIGT went through her phone. VOIGT found deleted messages and slapped her across the face. When she started packing things to leave, they argued, someone called 911, and police arrived the first time. SL said that after police left, VOIGT slapped her in the face numerous times and punched her twice on the left side of her head. VOIGT then strangled her multiple times with both hands wrapped around her neck and smothered her with a pillow.
When VOIGT found a black crop top in her luggage that he thought was too revealing, he cut it into a thin strip of fabric that he used to strangle her for about 30 seconds. SL said that while she was being strangled, she felt lightheaded, saw stars, and was unable to breathe. Afterwards, she felt like vomiting, but VOIGT said she didn't deserve to vomit and that she had to keep it in. SL said VOIGT continued assaulting her throughout the night by punching, slapping, pushing and strangling her. At one point, VOIGT bit her hand and said he was going to bite her fingers off.
SL said she did not want to discuss whether VOIGT sexually assaulted her. SL’s had red marks on her right hand where VOIGT bit her, an injured elbow, and marks on her neck and jaw. SL’s glasses were bent from VOIGT slapping her, which also bruised her left temple and the bridge of her nose. SL also had three bumps on her head. On 4/3/2026, at about 1650 hours, police went to 223 Bates and took VOIGT into custody. With SL’s consent, police recovered a torn black tank top from the apartment. SL later told police that she did not want VOIGT to go to jail and was concerned that she would be unable to pay rent if he did.
