On March 10, 2026 police officers were dispatched to the library at [ADDRESS REDACTED] S, Cottage Grove, Washington County, Minnesota in response to a fire alarm. Upon arrival officers were directed to LINDSEY RAYANNE CARTER [DOB REDACTED] (Defendant), who CG Fire Department indicated may have started the fire. Defendant then began rambling to police about people being after her and hacking her financial accounts, and that she didn't know what to do anymore. Defendant then indicated she hid in the bathroom of the library and heard the voice of a female after her.
She used a lighter to ignite a cardboard box in a bathroom stall, in the hopes of getting the police's attention to provide assistance in dealing with the people "after" her. Defendant then ultimately stomped on the fire and poured water on it before any damage occurred. In the subsequent search incident to arrest officers located a ziploc bag containing field tested positive methamphetamine on Defendant's person. The methamphetamine weighed 0.5 grams.
