On November 6, 2025, deputies with the Anoka County Sheriff's Office were dispatched to a residence on the 16600 block of 5th St NE, city of Ham Lake, county of Anoka, on a report of a man attempting to enter a home by force. T. K., "Victim 1" herein, advised law enforcement that he came home and saw that a chair from his front porch was on the street and that his next-door neighbor, ROBERT J KOZICKY [DOB REDACTED], "Defendant" herein, was walking down the street and speaking incoherently. After going inside his house, Victim 1 observed Defendant come onto his front porch and begin banging on the front door and talking loudly.
Victim 1 then heard Defendant open the exterior glass door and pound on the metal front door. Victim 1 reported that he heard the wood door frame crack as Defendant ripped off the exterior glass door. Victim 1 braced himself against the front door to prevent Defendant's entry as Defendant hit the front door with the ripped off glass door in an attempt to enter the residence. Deputy M. K., "Victim 2" herein, was the first officer to arrive on scene and observed Defendant at the front door of the home.
Victim 2 ordered Defendant to get on the ground and place his hands behind his back. Defendant initially complied but then got up and charged at Victim 2. She deployed her taser which failed to affect Defendant. Defendant continued to charge at Victim 2 until she lost her footing and fell on the ground. Defendant then attacked Victim 2 as she was on the ground, grabbing her legs and then lifting her entire body off the ground before slamming her, head and neck first, on to the concrete driveway. After the attack, Victim 2 struggled to get to her feet and stumbled as she attempted to follow Defendant.
Defendant ran behind the house and was pursued by another officer and was taken into custody after he was again tased. Immediately after the assault, Victim 2 stated that she was unable to remember what happened. Victim 2 was observed to be covered in blood from a head wound and was transported to the hospital. Defendant is in custody.
