The Complainant having reviewed the applicable reports believes the following facts to be true: On November 1, 2025, at 7:40 AM, an officer was on patrol in the area of Cretin Avenue and Goodrich Avenue in Saint Paul, Ramsey County. The officer observed a vehicle traveling at a high rate of speed, with a radar reading of up to 39 miles per hour in a 25 mile per hour zone. The officer conducted a traffic stop and identified the driver as Dean Nels OLSON [DOB REDACTED], the defendant herein. The defendant's eyes were red and watery, his speech was somewhat slurred, and there was an odor of alcohol.
The defendant stated he did not drink that morning but that he drank wine the night before. The defendant performed Standard Field Sobriety Tests, which further indicated impairment. The defendant's eyes showed distinct and sustained nystagmus. He swayed and lost his balance during the one leg stand and walk and turn tests. A PBT showed a BAC of.089. The defendant was taken into custody and transported to the Ramsey County Law Enforcement Center. The officer read the Minnesota Breath Test Advisory to the defendant.
He agreed to provide a breath sample, and the DMT showed a BAC of.12 at 8:33 AM. The defendant has one prior DWI conviction within ten years, from July 25, 2019 (court file 19WS-CR-18- 17991).
