Jairo Geovanny Punina Bayas

That on November 10, 2025, at approximately 0318 hours, Trooper A. F., Minnesota State Patrol, observed a vehicle (MN Lic.#ZMX936, 2015 Honda Civic) traveling at a visually high-rate of speed near I94 and Lyndale Avenue, Minneapolis, Hennepin County, Minnesota. The vehicle then appeared to hit the median and a traffic stop was initiated. The driver, Defendant herein, Jairo Geovanny Punina Bayas, [DOB REDACTED], smelled of an alcoholic beverage, had bloodshot/watery eyes, slurred speech, and denied consuming any alcoholic beverages.

Due to a language barrier, Defendant was unable to follow instructions for field sobriety tests but did provide a breath sample for the preliminary breath test (PBT) which showed his alcohol level to be 0.182. Defendant was placed under arrest and read the Minnesota Breath Test Advisory with a translator and agreed to provide a voluntary, evidentiary breath test at 0411 hours which showed his alcohol level to be 0.16. At the time of the listed driving, Defendant was 19 years of age.
