On February 6, 2025, at approximately 6:00 P.M., police met a Green Line Light Rail Vehicle at the Capitol/Rice Street Station in St. Paul, Ramsey County, Minnesota, to address an individual smoking on the train. As the train pulled into the station, officers observed a male, identified as JOSEPH MARK BRADSHAW – [DOB REDACTED], smoking on the train. BRADSHAW gave the officer the cigarette, and the officer extinguished it. As the officer was removing BRADSHAW from the train, the officer observed a piece of folded paper in BRADSHAW’s hand.
The officer asked what was in his hand, and as the officer began opening the paper, BRADSHAW told the officer it was meth. BRADSHAW said that he was released from the Hennepin County Jail approximately 20 minutes earlier, and he was only holding the drugs for the male he was sitting next to on the train. The suspected narcotics recovered from BRADSHAW yielded a positive field test for methamphetamine then were submitted to the BCA for testing. On September 30, 2025, the BCA issued a report indicating that the substance contained methamphetamine with a net weight of.279 grams.
The following information is offered for purposes of Rule 6.02. BRADSHAW is currently in the Ramsey County Jail on unrelated charges.
