On September 18, 2025, at approximately 10:15 A.M., while in the City of Duluth, County of St. Louis, State of Minnesota, Duluth Community Service Officers took a report of a theft from a motor vehicle, which resulted in a financial card transaction fraud. The reporting party, SJKN [DOB REDACTED], reported that his black leather bifold wallet was taken out of his Green 2021 Jeep Compass bearing Minnesota license plate: [PLATE REDACTED]. SJKN reported that the wallet was valued at $50.00, and in the wallet contained his CSL Plasma Visa card ending in -8610. SJKN reported that the card ending in -8610, was used at two ATMs in Downtown Duluth.
The -8610 card was used at the ATM in the Hideaway Smoke Shop located at [ADDRESS REDACTED], at 01:38 P.M. And again at 01:39 P.M. The transaction total at the first ATM was for a total of $203.00. The -8610 card was used again at an ATM at Bell Bank located at [ADDRESS REDACTED]. The transaction total at the second ATM was for a total of $40.00. On September 25, 2025, Community Service officer received an email from Bell Bank with a picture of the suspect. The image sent was of a white male wearing a flat brim cap, a black hoodie with a Red Native American face on it, a black "Champion" shirt, and a gold chain.
The photo was uploaded to the "Attempt to ID" bulletin. On October 07, 2025, Duluth Police Investigators was informed that the male in question using the ATM at Bell Bank in Duluth was identified as Joseph James Tynjala [DOB REDACTED], hereinafter "Defendant." Defendant was identified by other loss prevention individuals that were sent the photo of the male at the ATM. SJKN provided investigators with documentation showing the transactions. SJKN did not give Defendant permission or consent to use the debit card ending in -8610.
