On November 10, 2025, law enforcement took a report regarding sexual abuse of a child from the child's mother, Witness herein. Witness reported that her daughter, Victim herein, was sexually abused by Witness's former romantic partner, THOMAS ULYSSES ENGLISH ([DOB REDACTED]), Defendant herein. Witness reported that some of this abuse occurred when they were living near the 3000 block of 19 Ave S in Minneapolis, Hennepin County, Minnesota between October 2014 and April 2015. After taking the initial report, Victim [NAME REDACTED]. Victim [NAME REDACTED] on [DOB REDACTED]. Victim reported that her mother began to date Defendant in 2014. Defendant moved in with them almost right away, as he had just gotten out of prison.
Victim also reported that when they were living in South Minneapolis, she shared a bed with her mother (Witness) and Defendant. Victim [NAME REDACTED] in the middle of the night with Defendant putting his hands down her pants. Victim described Defendant pushing up against her and pressing himself into her often. Victim further reported that this touching escalated to intercourse, where Defendant "would bend her over wherever and have full intercourse." Victim recalled the first time that Defendant had intercourse with her, he bent her over the back of the couch.
Defendant told Victim [NAME REDACTED] only put the tip in, so "it was ok." Victim [NAME REDACTED] during this time, Defendant would force her to do anal intercourse "a lot" and that when he would anally penetrate her, it would cause her to bleed. Victim reported nearly weekly sexual abuse from Defendant during that time period. Victim [NAME REDACTED], Witness, and Defendant had to stay in a hotel in Roseville, Hennepin County, Minnesota, for three weeks in April 2015. During this time, Victim [NAME REDACTED] in anal and vaginal sex "as frequently as he could." Victim reported that she soon found out she was pregnant with Defendant's child.
Victim delivered her now ten year old child two days prior to her eighteenth birthday. DNA testing has since confirmed that Defendant is the biological father of Victim's eldest child. Defendant told Victim [NAME REDACTED] told anyone about the abuse, they would abandon her. Defendant also threatened to take Victim's child [NAME REDACTED] told anyone about the abuse. Victim reported moving with Witness and Defendant to Wisconsin after leaving Roseville and that they had lived together for the last ten years up until September of 2024 when Defendant was sentenced to prison on drug charges.
Throughout those years in Wisconsin, Defendant continued to sexually abuse Victim. Defendant would force Victim [NAME REDACTED] in oral sex and would engage in verbal and manipulation to get her to do so. Victim reported that Defendant treated her as if they were in a relationship, often getting jealous. Victim reported being fearful of Defendant. Victim also gave birth to her second child [NAME REDACTED]. This child is also biologically Defendant's. Defendant was interviewed in prison. Defendant admitted to being in a relationship with Witness, but having sexual intercourse with Victim prior to her turning 18. Defendant also corroborated Victim's report that he slept in the same bed as Victim and Witness when they lived in Minneapolis.
