M., Winona Police Officers (Officers) were dispatched to the area of 6th Street and Bierce Street in the City and County of Winona, Minnesota, regarding a traffic complaint. The complainant (Witness) stated she observed a vehicle failing to maintain its lane and struck a curb. Witness stated she also saw the driver slumped over the steering wheel. The vehicle was later identified as a 2018 silver Buick Envision bearing a Minnesota license plate belonging to Dana Marie Salisbury, [DOB REDACTED] (Defendant). When Officer arrived at scene and approached Defendant’s vehicle, Officer observed Defendant slumped over in the driver’s seat.
Officer began talking with Defendant and Defendant's responses were delayed. Officer asked Defendant what happened and she stated she had struck a curb. Defendant stated she dropped her phone and wasn’t paying attention. Officer asked Defendant if she had consumed any alcoholic beverages or taken any drugs. Defendant replied she had not. Defendant told Officer she had been taking muscle relaxant medication, but Defendant could not provide a name or description of the medication. Officer requested Defendant step out of her car to conduct testing to make sure she was safe to drive.
Defendant refused and stated she was fine. Officer asked Defendant if he could look at her eyes. Defendant’s pupils were very pinpointed and small. Officer again asked Defendant to step out of her car and Defendant refused. Defendant started reaching down to her right side and stated she was looking for her phone. Officer took Defendant’s phone and placed it on the dashboard. Defendant began to reach to her right side again and this time told Officer she needed to “itch.” At this time, another Officer walked up to the passenger side of the vehicle and stated he had observed a clear pill bottle containing a clear plastic baggie with a white powdery substance inside lying on the passenger seat.
Officers ordered Defendant out of the vehicle. Defendant refused and Officers escorted her out of the vehicle. Officers searched Defendant incident to arrest. Officer located two hypodermic needles in her right sweatshirt pocket. Officer located a silicone container containing a green leafy substance inside it within Defendant’s pant pocket. Officers then searched Defendant’s vehicle. On the front passenger side Officer located: a white plastic grocery bag that contained a small digital scale with white powdery residue on it; small measuring spoon; a small circular mirror with a white powdery residue on it; a black leather sunglasses case that contained a clear plastic baggie with trace amounts of white powdery residue in it; two folded tin foil sheets with burnt black residue inside; a 3 ••-CR-••-•••• Filed in District Court State of Minnesota 4/1/2026 ripped open Daily’s frozen cocktail pouch that was cold to the touch; a soft black case containing a plastic baggie with a green leafy substance inside it; miscellaneous drug paraphernalia; and a clear orange pill bottle containing the baggie of white powder.
