On November 13, 2025, Anoka County Sheriff’s Office was notified by Anoka County Child Protection regarding a malicious punishment of a child incident. According to the report a male child, [DOB REDACTED], disclosed at school that his mother, identified as MUNA IBRAHIM OSMAN, [DOB REDACTED], hereinafter defendant, “whips” him on his “back and arms’ with a belt when she gets angry. The male child had scratch marks and what appeared to be scars on his face and back as well as numerous bruises on his back and legs.
When school staff asked where the marks came from, the male child said, “all the whoopins.” School staff also observed a large bruise on the male child’s forehead which he disclosed was from the previous night but would not say how he got it. The male child stated that a sister was whipped on the back of her legs with a belt on November 12, 2025, for hitting a teacher. School staff spoke with an older sibling who confirmed the male child’s statement. The male child was transported to the Anoka County Sheriff’s Office for a forensic interview.
During the interview the male child [NAME REDACTED] would “whoop” him on his arms with a belt and that he would run away and try to hide from her. Law enforcement confirmed the male child [NAME REDACTED] on Xeon Street in Coon Rapids, Anoka County, Minnesota.
