Based on reports from an incident occurring on May 14, 2026, your complainant offers the following to establish probable cause: On May 13, 2026, at about 11:36 P.M., deputies from the Washington County Sheriff's Office responded to a residence on 105th Street North in the City of Grant, Washington County, Minnesota, on a report of an unknown male who had entered the occupied residence. Deputy Marquette responded and met one of the homeowners at the front door. The homeowner gestured toward a male who was standing nearby.
The male, later identified as RAMI HATEM QAMHIEH, [DOB REDACTED], was holding a bundle of clothing and had bloodshot eyes and dilated pupils. Deputy Brindley arrived on scene and told Qamhieh to go outside to talk. Qamhieh said he needed some water first. Qamhieh walked into the entryway bathroom, grabbed a cup and a bag of green grapes, and said, "I should put the grapes away." Qamhieh began walking toward the kitchen until he was redirected outside. Deputy Marquette spoke with the three residents of the home.
All of them said they were home when Qamhieh entered the house. The male homeowner heard a noise and saw a light coming from the entryway bathroom. The homeowner called out and heard a male voice, which belonged to Qamhieh, who the homeowner did not know. Qamhieh said, "Hi, sir. It's me." The homeowner asked Qamhieh who he was, and Qamhieh offered the homeowner his driver's license. Qamhieh calmly told the homeowner he had entered the home to seek safety from people who had jumped him and stolen his vehicle.
Qamhieh claimed he had been running through the woods and sought shelter at the residence. Qamhieh said that after entering the house, he helped himself to a glass of water and some grapes that were in the refrigerator. Deputies spoke with Qamhieh. Qamhieh claimed that he had arrived in Grant around 5:00 P.M. Qamhieh said that he was jumped by four males on a dirt road and that one of the males ordered Qamhieh out of his vehicle at gunpoint. Qamhieh claimed that the males punched him in the abdomen and stolen his cell phone, wallet, and shoes.
Qamhieh said he then ran through the woods, urinated on himself multiple times, and dropped on the ground to hide. Qamhieh claimed to have been running around for hours. Deputies observed no injuries or marks on Qamhieh's bare feet, despite his claim to have been running around the Grant countryside for hours without shoes. Qamhieh also had no injuries indicative of being punched in the abdomen. Qamhieh claimed he had tried to ring the doorbell at the house. A doorbell camera showed otherwise. A deputy located the vehicle Qamhieh had been driving at a nearby residence.
The deputy spoke with J. D. R., who was at the house. J. D. R. Said he is friends with Qamhieh. J. D. R. Explained that Qamhieh had 2 ••-CR-••-•••• Filed in District Court State of Minnesota 5/15/2026 been staying with him for a couple of days. J. D. R. Said he and Qamhieh had been watching a sporting event and had been using cocaine. J. D. R. Said that Qamhieh used the majority of their cocaine and then "freaked out." Qamhieh punched J. D. R., and the two got into a fight. Qamhieh then ran out the door at about 10:00 P.M.
