Your Complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on December 2nd, 2025, at approximately 9:18PM, Officer Helget responded to the 200 block of Barney Street Southwest for a report of a Domestic. Upon arrival, Officer Helget learned the domestic occurred at a different location, 200 block of 18th Street Southwest, Owatonna, MN, County of Steele, earlier (within the last half hour). Officer Helget met with R. W. In the kitchen area of her friend's house.
R. W. Was very animated. Officer Helget learned from R. W. That she and Steven Marshall Baynes [DOB REDACTED] are in a relationship, but live separately. R. W. Stated she was at Baynes' residence and they were in bed arguing. R. W. Stated she was leaving and got up to get dressed. Baynes followed R. W. Into the living room where he grabbed her by the face causing swelling to her left cheek. R. W. Was leaving out the door when Baynes pulled her back into the apartment and threw her to the floor. While on the floor, Baynes kicked R. W. Several times in the back, side, and stomach area.
R. W. Stated that Baynes was yelling at her that he was going to kill her and her kids. At some point, Baynes put his hands around R. W.'s neck/threat area. Officer Helget read R. W. The Domestic Lethality Screening Questions, below are the questions followed by R. W.'s responses: Officer Helget asked: "has Steven (Baynes) ever threatened or tried to kill you?" R. W. Responded: "yes, tonight." Officer Helget asked: "do you believe Steven (Baynes) will re-assault or attempt to kill you?" R. W. Responded: "yes." Officer Helget asked: "does Steven (Baynes) try to control most or all of your daily activities?" R. W. Responded: "yes." PLEASE TAKE NOTICE: Pursuant to Minn.
