The Complainant having reviewed the applicable reports believes the following facts to be true: that on November 3, 2025 at approximately 2:48 P.M. Police officers stopped a vehicle in the vicinity of Ottawa and Winona in the City of Saint Paul, Ramsey County for failure to signal a turn. When they approached, they spoke with the driver, who would eventually be identified as Zacray Laj Lim XIONG, [DOB REDACTED], Defendant herein. Officers could smell an odor of marijuana coming from the vehicle. When asked, Defendant told officers he smokes marijuana in the vehicle "from time to time", and when asked if there was any marijuana in the car, Defendant produced a baggie of green leafy substance in a ziploc bag, which would turn out to be 30 g of marijuana.
Defendant is not 21 years of age nor was the baggie legal packaging for marijuana, so officers told him he was under arrest. Defendant tried to stall by demanding to record the incident on his phone, and eventually had to be pulled physically out of the vehicle. A search of the vehicle incident to his arrest found a polymer 'ghost gun' firearm, with no serial number, under the driver's seat. It was loaded with an extended magazine and had a live round in the chamber. In a subsequent Mirandized interview, Defendant admitted to possessing the firearm, telling police he 'found' it in a park and keeps it in the car.
Defendant does not have a permit to carry in Minnesota.
