That on or about November 8, 2025, at 10:25 P.M., Officers with the St. Louis Park Police Department were dispatched to Chick-fil-A, located at 8020 Hwy. 7, in the City of St. Louis Park, County of Hennepin, State of Minnesota, on a report of an unwanted person. Chick-fil-A closed at 10:00 P.M. And the male party was refusing to leave. The male suspect had been at the Chick-fil-A for several hours and at one point needed to be woken up by staff as he was asleep at the table. Upon arrival, Officers contacted the male suspect, who was in the restroom at Chick-fil-A. The male suspect identified himself as RANDY MICHAEL OSTROWSKI (“Defendant” herein). Officers ran a routine check on Defendant in the police database and discovered he had an active warrant out of Hennepin County (WNO 25431247). Dispatch confirmed the warrant, and Defendant was placed under arrest.
During a search incident to arrest of Defendant’s person, Officers located a folded Post-It note inside Defendant’s right front jacket pocket. Inside the folded Post-It note was a clear, rock-type substance. The clear rock-type substance field tested positive for.30 grams of methamphetamine (Schedule II). At present, Defendant is not in custody.
