Austin Tyler Andraes, [DOB REDACTED], the Defendant herein, is currently a homeless predatory offender registering in Rice County. Andrae was convicted of 2nd Degree Criminal Sexual Conduct on June 3, 2025 requiring him to register as a predatory offender. Andrae’s registration requirement ends on June 2, 2035. Andrae has registered that he has been staying at the Heath Creek Rest area (I35 NB MM67) and the Flying J Travel Plaza (I35/Highway 19) in Rice County. There was also a point in time where Andrae was using the Elko/New Market Rest Area (I35SB MM75) in Scott County.
This was removed on 01/07/2026 as a place Andrae would be staying as he no longer stays there. Andrae has been checking in on a weekly basis with the Rice County Sheriff's Office as required. During the month of December, Investigator Christopher Tonjum of the Rice County Sheriff’s Office checked the areas Andrea was supposed to be staying multiple times, but Inv. Tonjum never located Andrae in any of the areas. On 01/14/2026, Investigator Matthew Slinger of the Rice County Sheriff’s Office met with Andrae to conduct his weekly homeless check in at the Rice County Sheriff's Office.
Slinger conducted an interview with Andrae and found that Andrae frequents an address in Edina, but refused to provide the address. Andrae admitted that he has stayed there for more than 24 hours, which would violate his predatory offender requirements. Andrae also indicates that he works at a Bakery in Maple Grove. Andrae registered in the same areas of Heath Creek Rest Area and Flying J Truck Stop. Andrae also indicated in his predatory offender paperwork that his secondary address is [ADDRESS REDACTED] S in Burnsville, MN. Slinger advised Andrae that if he stays there for more than 24hrs he needs to register with the Burnsville Police Department.
Andrae indicated that he had stayed there Christmas Eve and Christmas day as well. During the 12/30/2025 check in, this secondary address was added. There was no indication that Andrae registered there via MN BCA Predatory Offender website in the month of January. Starting 01/14/2026, Investigators and Deputies began checking for Andrae at the Heath Creek Rest Area and the Flying J Truck Stop. Andrae was to be driving MN LIC NJE691, which was a 2005 red Chevy Trailblazer. Andrae has maintained through weekly check-ins that he is to be driving MN LIC NJE691. Inv.
Tonjum ran a registration check and found that Andrae is the registered owner of that vehicle.
