On July 10, 2025, the Chisago County Sheriff's Office was alerted to and began investigating the reported sexual abuse of X. X., [DOB REDACTED]. The report indicated X. X. Had stated that her uncle, ultimately identified as MARK ANDREW LINNEROOTH, [DOB REDACTED] ("Defendant" herein), is having sex with her and that X. X. Cannot tell anyone because she thinks her uncle would hurt her. During a forensic interview, X. X. Stated that she is 9 years old and lives with her mom, dad, siblings, grandmother, and Defendant at their home in Center City, Minnesota, which is located within Chisago County.
When asked if she knew why she was there, X. X. Stated it was because Defendant is being inappropriate. When asked to elaborate, X. X. Responded "he put his thing in my butt." Using anatomically correct drawings, X. X. Identified the male's penis and the female's butt. X. X. Advised that Defendant brought X. X. Into his bedroom stating he wanted to show her something and possibly play Playstation 3. X. X. Stated Defendant put X. X. On Defendant's lap and "it would start." X. X. Disclosed that Defendant pulled X. X.'s pants down, unzipped his pants, and stuck his penis inside X. X.'s butt.
X. X. Stated that while this was happening, Defendant covered X. X.'s mouth with his hand and would "shush" her. X. X. Stated she did not feel safe and was scared. X. X. Advised she thinks the sexual abuse happened more than once and that it stopped happening around this year because she got a little bit older. Throughout the forensic interview, X. X. Appeared visibly uncomfortable and very upset. Based on the severity of the charges and the nature of the alleged conduct, and in light of information that Defendant has returned to residing in the same home as the minor victim, [NAME REDACTED] has serious concerns for the victim's safety and for public safety overall.
Accordingly, the State respectfully requests this complaint issue by warrant to ensure that appropriate conditions of release, including the issuance of a DANCO, are addressed without delay.
