The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On November 7, 2025, at shortly after 1:00am, St. Paul Police responded to the area of Bush Ave. And Hazel St. N., St. Paul, Ramsey County on a report that a man was in the driver’s seat of a black BMW with a gun in his lap. On arrival, officers found a black BMW, with a driver and sole occupant matching the description. The driver was called out and identified as the defendant, SHAWN MICHAEL NORRING ([DOB REDACTED]). In a Mirandized interview, the defendant said that he had met a woman that night and given her a ride in the BMW. He denied that a gun was in the vehicle.
The 911 caller told officers that she had met the defendant that night and that he had allowed her to charge her phone in the BMW. She said that while in the car, she saw a gun with a black handle and silver slide in his lap. She said that he had not threatened her. In the rear passenger area of the BMW, within reach of the defendant, was a duffel bag, inside of which was a black BB gun. In the center console was a small plastic bag containing suspected narcotics. The items were recovered, and photographs taken.
In a presumptive test, the substance contained in the baggie tested positive for the presence of methamphetamine, with a total net weight of 0.48 grams. The defendant's criminal record includes a conviction for Terroristic Threats.
