On March 2, 2026, St. Paul police officers took a report of criminal sexual conduct that occurred at a residence in St. Paul, Ramsey County. The mother of a 15-year-old boy, V1, reported that a female, Kashelle Cyntrill Luster, [DOB REDACTED], was having sex with V1. The Mother reported that she found her son and Luster in bed together in her home on February 27, 2026. She also reported that there are text messages between her son and Luster in which they talk about having sex. V1 participated in an interview at Midwest Children’s Resource Center.
He acknowledged that he had a sexual relationship with Luster. He said that they had sexual intercourse twice, once when he was 14 and once when he was 15. He stated that he wore a condom, and his penis penetrated her vagina. He stated that Luster was 18 years old when they had intercourse. These events occurred at his home in St. Paul, Ramsey County. Police conducted a non-custodial interview with Luster on April 2, 2026. She admitted to having sexual penetration with V1. She admitted that it had occurred when he was 14 and she was 18. She admitted to having sexual intercourse with him after he turned 15. She acknowledged that these acts occurred at V1’s residence.
She said that the last time she had sexual penetration with V1 was in March 2026. Police served Luster with a harassment restraining order on April 2, 2026. The order prohibited contact with V1. Luster is currently in custody after being arrested for violating the harassment restraining order.
