On January 10, 2026, at approximately 4:14 A.M., police responded to an apartment located at [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota, on a report that the caller’s ex-boyfriend texted her a picture of a black rifle. Upon arrival, police spoke with the complainant, CRG, who reported that her ex-boyfriend, MICAH CARTIS ALLEN BROWN – [DOB REDACTED], has been harassing her since they separated on December 17. CRG said BROWN texted her that morning asking why she stood him up the previous weekend.
CRG responded that she did not know what he was talking about and never made plans with him. CRG said BROWN became irate and began sending threatening messages to her. One of the messages said, “I hope you love your family,” and he made other threats toward her family members. BROWN followed up those messages by sending a video of himself holding an AR-style firearm and stating, “I’m 30 min away.” CRG showed police paperwork that she filed for a Harassment Restraining Order (HRO) on December 22. Police were unable to locate the HRO in their database.
The Court issued an HRO in Ramsey County District Court File No. 62-HR-CV-25-1686 on December 23, 2025. The HRO has not been served. However, in the Certificate of Unserved Process, the deputy made the following comments: Respondent called Deputy and stated he had some ‘issues’ right now that he needed to take care of. He stated he needs to turn himself in and requested that service take place when he turns himself in. He is aware of his significant warrants and service of documents before he turns himself in may be difficult.
In a follow-up statement, CRG said she has known BROWN for a couple of months and only had a physical relationship with him less than two months. CRG confirmed that at approximately 4:00 A.M., she received text messages from BROWN, one of which included a video showing an AR-style firearm. CRG reported that she felt scared and was unable to sleep as she believed the statements were a threat to her. BROWN has the following qualified domestic violence related offense convictions within the past 10 years: Gross misdemeanor DANCO Violation in Carlton County District Court File No. ••-CR-••-•••• on November 22, 2024. Gross misdemeanor DANCO Violation in Carlton County District Court File No. ••-CR-••-•••• on November 22, 2024. Felony Fourth Degree Assault in Carlton County District Court File No. ••-CR-••-•••• on November 22, 2024. The following information is offered for purposes of Rule 6.02. BROWN has an active complaint warrant for felony Domestic Assault in Ramsey County District Court File No. ••-CR-••-•••• that was issued on July 9, 2025. BROWN has active probation violation warrants in the above-referenced Carlton County files that were also issued in July 2025.
