On November 2, 2025, Oakdale police officers responded to the Walgreens store, [ADDRESS REDACTED], city of Oakdale, Washington County, on a report of a shoplifting incident. According to the complaining witness, Walgreens employee M. J. B., three females had entered the store and began filling bags with Walgreens merchandise. The three females then exited the store with the merchandise, without offering payment for the merchandise. The three females then entered a white sedan parked on the side of the Walgreens store.
Law enforcement arrived and located the three females within the motor vehicle. Upon making contact, the female seated in the backseat of the motor vehicle began complaining of seizure-like symptoms. The female identified herself as "Kennedy S Thomas", which returned not on file when searched through law enforcement databases. After medical personnel cleared the female, law enforcement utilized IBIS in order to ascertain her identity. The female was identified as KENWANA BLESSING ELMORE [DOB REDACTED]. ELMORE had active warrants for her arrest.
After being placed under arrest due to the warrants, ELMORE was searched. During a search of her person, law enforcement located.163 grams of a substance in a white and pink rubber container in her front left sweatpants pocket. The substance field tested positive for fentanyl.
