On March 28, 2026, at approximately 9:51 P.M., Columbia Heights Police Officer Alvarez was dispatched to a property damage hit and run near the intersection of 44th Avenue NE and Central Avenue NE in Columbia Heights, Anoka County, Minnesota. The suspect vehicle was described as a blue Toyota Prius partial plate HKN24. While enroute, Officer Alvarez observed a blue Toyota Prius near 50th Avenue NE and Central Avenue driving approximately five to ten miles per hour in a 40 miles per hour zone. Officer Alvarez confirmed the vehicle’s license plate as HKN242 and initiated a traffic stop.
The vehicle did not stop immediately but continued traveling for approximately 15 feet. Officer Alvarez made contact with the male driver instructing him to put the vehicle in park. Officer Alvarez observed the male appeared disoriented and sluggish. Officer Alvarez inquired where the male was coming from and he indicated a friend’s house. During the conversation Officer Alvarez observed the males speech sounded thick and slurred and the male continued to close his eyes and appeared to fall asleep at times.
Officer Alvarez asked the male for his identification and the male stated he did not have one but provided his name as MURSAL AHMED KEYNAN, [DOB REDACTED], hereinafter defendant. Officer Alvarez learned the defendant’s driving status was cancelled inimical to public safety. Officer Alvarez asked the defendant to exit the vehicle and in doing so he appeared uncoordinated and disoriented. Due to suspicions that the defendant was impaired, Officer Alvarez administered field sobriety tests, specifically the horizontal gaze nystagmus, the walk and turn test, and the one leg stand.
The defendant failed all three tests. Officer Alvarez then administered a PBT test which showed 0.00 BAC. Officer Alvarez suspected the defendant was under the influence of an intoxicating substance, possibly a depressant, and obtained a warrant to obtain a sample of the defendant’s blood. Review of the defendant’s criminal history indicates a prior felony DWI conviction in Hennepin County District Court File Number 27-CR-12-27393 on March 2, 2015.
