At around 6:11 PM on November 28, 2025, officers were sent to the Holiday at [ADDRESS REDACTED], St. Paul, Ramsey County on a shooting. A man who had been inside the store reported his vehicle had been struck by gunfire. Further investigation showed that bullets had also struck a gas pump and boxes. Officers recovered spent 9mm and.40 caliber casings and an intact bullet with rifling from the gas station. Surveillance video showed the driver of a red GMC Sierra bearing Minnesota license plates ZPB910, later identified as JA’MARION PARNELL WILLIAMS [DOB REDACTED], got out of the truck and walked toward the store.
A white SUV without a front license plate pulled in at a pump. The white SUV’s driver got out and walked toward the store. The white SUV driver returned and got into the driver’s seat. Williams went to the Sierra and opened the door. A back passenger of the white SUV had the window down and fired at Williams. Williams returned fire with a handgun. The Sierra and white SUV both left the gas station. Nobody appeared to be injured by the exchange of gunfire. On February 5, 2026, officers arrested Williams.
Officers searched the apartment Williams shares with his girlfriend. Officers found a Glock 9mm handgun inside a toilet water tank and boxes of ammunition in a black backpack underneath a bed. Williams was advised of his constitutional rights, and he agreed to speak to police. Williams admitted he was at the gas station. Williams said he fired a handgun in self-defense because they shot at him first. Williams did now answer when asked if the handgun recovered from the apartment was the one he used to shoot at the gas station.
On April 17, 2025, Williams was convicted of a gross misdemeanor possession of a pistol without a permit in Hennepin County District Court file ••-CR-••-••••. Williams does not have a valid permit to carry a pistol in Minnesota.
