12/15/1989 (36), violated the law as set forth herein. On February 11, 2026, at approximately 3:20 AM, Alexandria Police Department officers responded to a reported assault at 1420 7th Avenue East, Alexandria, Minnesota. Stephanie Marcyes-West stated that SAHR STEPHEN FISCHER, [DOB REDACTED], her former romantic partner of approximately one year, arrived uninvited at her residence. FISCHER knocked on the door and forced his way inside when it was opened. FISCHER shoved Marcyes-West to the ground, causing scratches to her right elbow and left hand.
Marcyes-West's daughters attempted to intervene. FISCHER then entered the kitchen and physically assaulted Cornell Jackson, who was present at the residence. FISCHER punched Mr. Jackson in the face, resulting in broken eyeglasses and injuries to Mr. Jackson's right hand and face. Mr. Jackson exited the residence, at which point FISCHER followed him outside while holding a kitchen knife down by his side. FISCHER threatened to kill Mr. Jackson, hunt him down, and bust out car windows. FISCHER then left the area but returned shortly after, re-entering the residence uninvited amid screaming from the occupants.
Upon exiting again, FISCHER threw a liquor bottle in Mr. Jackson's direction. Marcyes- West and her two daughters corroborated the events, which included FISCHER taking the knife outside. One of the children found the knife on the front step and returned it to the kitchen butcher block. Ring camera footage from the residence captured FISCHER ringing the doorbell and leaving; returning and knocking amid yelling and cries of "Sahr stop;" FISCHER pursuing Mr. Jackson around vehicles with what appeared to be a knife in hand; and FISCHER throwing an object toward Mr. Jackson.
Photos were taken of the victims' injuries. FISCHER was located nearby, displaying signs of intoxication and emotional volatility. He provided inconsistent statements, initially claiming he was invited and had no knife, but later admitting to knocking and being punched first by Mr. Jackson inside. FISCHER was then placed under arrest and transported to the Douglas County jail. PLEASE TAKE NOTICE: Pursuant to Minn. Stat. § 609.49, intentional failure to appear for duly scheduled court appearances may result in additional criminal charges in addition to any arrest warrant that may otherwise be issued by the Court.
