That on October 11, 2025, at approximately 1101 hours, Officers H. S. And A. Z., Minneapolis Police, were dispatched to a “slumper” call near [ADDRESS REDACTED] North, Minneapolis, Hennepin County, Minnesota. Upon arrival, Officers found the vehicle (MN Lic.#GRR596, 2007 Chevrolet Silverado) partially on the curb and backed into a parked vehicle. The vehicle was running with the reverse and brake lights illuminated and the driver, Defendant herein, Angel Franklin Minagua Caiza, [DOB REDACTED], passed out behind the wheel.
After Officers repeatedly knocked on the window, Defendant woke up and opened the door. Defendant smelled of an alcoholic beverage and admitted consuming alcohol. Defendant showed multiple clues of impairment in the Horizontal Gaze Nystagmus (HGN) and the Walk-and-Turn tests and provided a breath sample for the preliminary breath test (PBT) which showed his alcohol level to be 0.13. Defendant was placed under arrest and a warrant was obtained for his blood/urine. At 1309 hours, Defendant agreed to allow a registered nurse to draw a voluntary, evidentiary sample of his blood pursuant to the warrant and for which later testing by the Minnesota Bureau of Criminal Apprehension showed his alcohol level to be 0.089. State records show that at the time of the listed driving, Defendant’s privileges to drive were Revoked in the State of Minnesota.
