On April 14, 2026, officers received a past-action mail theft report that occurred at the Noble Apartments in Bloomington, Hennepin County, Minnesota. The reporting party stated that a package containing 18 items, valued at about $150, was taken on April 12, 2026, from the apartment main lobby area. The reporting party received confirmation from the shopping company with a photo showing the package was delivered. Investigators spoke with apartment management and received copies of surveillance footage from April 12, 2026, the date of the incident.
The video showed three males tailgate into the apartment by closing following someone else with access as they entered the apartment. The individuals were unknown to apartment management. The three males were identified by comparing the surveillance footage and open-source databases. The individuals involved were identified as: James Leon Combs [DOB REDACTED], Defendant COMBS herein; Samuel Jesop Osborne [DOB REDACTED], Defendant OSBORNE herein; and Qiandre Damien Ferguson- Nelson [DOB REDACTED], Defendant FERGUSON-NELSON herein.
The surveillance footage shows Defendant OSBORNE gain entry into the apartment by tailgating with the other two following closely behind. The three males sat in the lobby area for approximately 5 minutes before Defendant COMBS got up and walked to the mail/package room and looked around. Defendant COMBS grabbed multiple packages and placed them into bags. Defendant COMBS came back out to the main area and hid the plastic bags containing the packages behind where Defendant FERGUSON- NELSON was seated.
The reporting party believed that one of the packages that was taken was her missing package. Approximately 20 minutes after the packages were taken by Defendant COMBS, all three males exit the apartment and get into a 2019 white Kia Sol. Defendant COMBS is seen placing the bags of stolen mail into the trunk of the vehicle. Investigators learned that the Kia was registered to a taxi company and the ride was requested by Defendant FERGUSON-NELSON who provided the name “Bill” and paid for the ride in cash.
The Kia Sol dropped all three males off at a Speedway gas station in Richfield, MN. Review of surveillance footage shows Defendant OSBORNE and Defendant FERGUSON-NELSON retrieve the bags containing the mail from the trunk of the vehicle. These actions show that all three males had knowledge of the stolen mail and participated in retrieving, concealing, and transporting the mail to another location. Defendant COMBS is currently in custody on other matters. Therefore, the State requests the complaint be issued by warrant.
